Why would a guy always check you out from a distance and stare, but never approach?

Why do guys do this? He always looks, locks eyes and keeps looking, but never approaches.

First of all not all men act creepy. Maybe awkward but a lot of men don’t act creepy. To other women it’s creepy, but that’s cause most women have never had to be the ones to ask women out. If anything when a man approaches a woman he’s at his most vulnerable, letting his guard down. Because he’s risking getting hurt, called a creep or accused of something. Women see it as creepy a lot of the times, but in reality he’s probably neurosurgeons. Even worse if it’s his first time trying to approach a girl.
As for your question, maybe he just feels he doesn’t have a chance but can’t help resist looking at you. Maybe you don’t give off a friendly feeling that you’re approachable. It’s also possible that maybe someone told him something about you that wasn’t good. So he avoids you while making sure he knows where you’re at if you’re around.

I have done this before with my crush. I was too shy and anxious to do anything, but I literally couldn't keep my eyes away from her. I could occasionally muster a small smirk.

Hun you can find a woman physically attractive but know from experience she's bad news.
The guys is most likely watching her long enough to spot enough signs to dismiss her from contention.
Guys refine this as they age. By the time they get to be your age they're pretty much getting it down to a science.
