Guy's Behavior

Is he making moves towards me?(Sorry kind of long but need opinions thank you!)?

I live across a lawyer building and I have lived here for like 7 years and this lawyer guy has worked there for that long too maybe longer who knows. Anyway we have never spoken but he goes outside all the time (facing my place across the street) and he smokes and I sometimes sit outside on the steps at my place and smoke a J. One day I was outside talking to my friend and he was across the street and I just looked up at him I guess I kinda gave him "the eye/the look" if u catch my drift and he looked directly back at me then he stood there while my friend n I talked n I guess watched us but neither of us said a word. Then I noticed one day he was walking on the opposite side of where he usually walks when he smokes which is now closer to me/in my view and I also noticed he's parking directly in front of my building too like right in front. he's done that twice now. I feel like he's silently flirting or dropping hints he wants something to do with me? I need opinions on the situation and also to know if you think he's just after a bang or actually might like me a little?
