Honestly, I think so. If it's your fiance, and you felt it, it probably means something is amiss in your relationship. He might tell you it didn't mean anything but that was what happened to me a week before he broke up with me.
If it's a different man and you're a woman who is not the fiance / girlfriend person, he may be trying to make the relationship sound less serious to indicate possibilities exist and may mean he finds you attractive. Someone looking to cheat on their partner used that on me too.
It's bad news if things are going backwards again. It means he doesn't want to marry her anymore and now it's the time she should have a serious talk with him. Once we get to fiancee level (I'm a fiancee), we don't want to go back to girlfriend status ever again.
