It's a nice gesture. But to be up front most people don't like to compliment on anybody due to the reason you don't know how the person is going to react or take it. If I was to say a woman is looking beautiful she might think I'm flirting with her but in reality I'm just saying that she's looking beautiful as simple as that. Mixed signals

Same reason women do (hopefully). They feel compelled to. It never wrong to give someone a warm fuzzy. If they don't know how to take it that's on them.

You mean why do they OFFER a compliment? Why does anyone? There needs to be context... Generally, sometimes it's just to have something kind to say, sometimes it's an absentminded comment, sometimes it's a point of admiration, and sometimes it's possibly because the speaker is attracted to the person they're addressing.
