Do I scare him?

So there is a guy at my workplace who I have never had a conversation with. He is a shy person naturally, so I tried to tell myself that's all his behavior was.

I catch him looking at me, especially in passing. But a lot of the time, it seems like he is avoiding me. Like he will turn his back to me or go to the other side of the group he is talking with.

I don't know what I could have done to make him dislike me so much because I've only been at this job a month on Friday.

I decided I would try and break the ice because I feel bad, I did end up chickening out, though. Because i walked up to him and my friend, and he just got completely silent and stared at me. I tried my best not to look at him cause I didn't want to make him uncomfortable. He was using my friends vape, and my friend offered it to me, and I said sure, and then this guy handed it to me and went back inside. Did not say a single word when I approached.

Does this sound like he kind of hates me? Lol. He's never been mean or anything, but I just get the feeling. Is there a way to fix the situation, or would that make it worse? Right now, my plan is to act like he doesn't exist and stick to my usual friends.
