Was he flat out not interested in me and just being nice OR just couldn’t pursue further as he was moving so soon?

I think what is happening is you want some closure. I think you should talk to him the way you would get that closure. But i understand you dont wanna look and sound like a crazy needy girl. The reason you can't get him out of your head is, he left you hanging and you dont know if you still have chance with him and dont know what to do next.

Was he interested - probably. Guys dont hug and be intimate with people they dont like. He just did not feel to rush it and waited how things went.
