Does he really love me?

Back story: been dealing with this guy for a while and kind of had a routine for how and when we’d see each other. I had kind of set the tone to be friends with benefits (friends with benefits) as I truly didn’t expect much else. He seemed to want more so I opened myself to the idea. We did an overnight trip out of town, then he randomly text me saying “I think I love you”. Since then he has completely like been inconsistent. Actions not matching words at all. So my question is why would he say that then become so inconsistent and withdrawn?

We’ll be said that after we kind of shifted more toward situationship. I was open to more but I also expressed that his actions would have to match his words.

Like because he said that? Or like how it started? Because we seemed to be in the same page but the more times we spent time together it gradually became more.
