I ran into an old coworker and he didn’t recognize me at first glance, but then realized it was me. After running into him, I quickly texted him, “Hi, stranger.” Later that day, visited me at my job and said, “I’m not gonna be a stranger anymore.” Why did he say that?

Because you showed him intrest, and you initiated it (by text)

You need to realise he probably hasn't spoke to a women in weeks, had any kind of intimacy in months or years.

You bumped into each other.

Then you dint ignore him, instead you actively initiated a conversation with him, in a potentialy flertatious way (although you meant it literally lol)

I can't remember the last time a girl actively text me first, especially after bumping into them.

He is just emotionally deprived of contact and intimacy.

You almost need to be cruel to be kind, if you have no sexual intrest in a man, and you know he's attracted to you, don't follow up the random hello in the street, it will only cause issues on both sides.
