Why would he say this?

Told my shy guy friend I have feelings for him. He got nervous and said he didn't know what to say. Then he asked What I like about him and I said I really enjoy spending time with him, that he is funny and just a great person.

He replied ”I feel that way too. That you’re funny and easy to talk to and I enjoy your company... but I dont feel more than that.” He also said ”We’ve been friends for long time but I just feel like you dont fully know me.”

Earlier he has said that No one has tried getting to knows him like me and he has opened up to me about things he hasn't told anyone else.
I am a bit confused by his answer. Is he saying this because he doesn't know how to say he doesn't like me without hurting me?

He may have shared some things with you, but he may not have felt safe to share everything. He may be gay. When he says you don't fully know him, ask him whether the withheld information is because he hasn't felt you were interested in hearing it or he wasn't comfortable sharing it. What would show him you are interested that he hasn't seen? What does he fear might happen if he doesn't hold back? Can he trust you to keep a secret of a very personal nature? How have you shown him you can be trusted? Understand people will look for actions not words when it comes to this.
