What does it mean that over time a man says he has feelings for you but he’s never been in love before and is not in love with you but says that he could be once you become closer? What exactly are the feelings of not love?

Having feelings does not mean being in love. They could be feelings such as liking for someone but eventually, liking may develop into love if the given conditions are ideal.

When people start to get closer over a longer period of time, these feelings may develop into love.

However, the initial feeling is more of infatuation, which is different from love. For love to develop, you have to let it mature over a longer period. This would not just happen overnight.

In your age range he is grown AF, for him to say that means he’s not settling down, he’s had his whole life to. Saying he could fall for you in time is just an excuse for you to stick around long enough that he can get what he wants, waste your time and that’s it. If you want a relationship in the future you won’t find it with him.
