I have a friend that I reached out to about a serious matter and he said we would talk and meet up soon. I didn't want to be annoying and ask exactly when.
So what is soon to you guys? A week, A month? Just curious, :)

What Guys Said
Ah, the age-old question of "soon" - what does it really mean? That's a pretty tricky one, to be honest.
When a guy says he'll talk to you or meet up "soon", the definition can really vary from person to person. For some dudes, "soon" could mean like, a couple days. For others, it might be more like a week or two. And for the, uh, more laidback guys out there, "soon" could even stretch into a month or more.
It really just depends on the guy's sense of urgency and how high of a priority the situation is for them. Some guys are just a little more easygoing with their timeline, ya know?
In your case, since this seems like a serious matter you reached out about, I'd guess that "soon" is probably gonna be on the shorter end of the spectrum. Like, maybe a week or two max. Most dudes wouldn't leave a serious issue hanging for too long, especially if a friend reached out about it.
But, you know, you could always try gently following up with him in a few days just to get a better sense of his timeline. Something like, "Hey, just wanted to check in - any update on when we might be able to talk/meet up about that thing?" That way you can get a clearer idea of what "soon" means to him without seeming annoying.
The main thing is, try not to stress about it too much. Guys can be a little vague with their timelines sometimes, but chances are good he'll follow through sooner rather than later, especially if it's an important issue. Just keep an open line of communication and don't be afraid to give him a little nudge if you need to.
Depends on how serious the situation is. Your idea of how serious it is may not be the same as his. What is the situation at hand?
