A while sounds like a good chunk of time, so if he hasn’t made a move yet then I get the impression he has no intention to. Maybe it’s because you’re coworkers and he doesn’t want to blur the lines, maybe it’s because he has another woman he interested in. Who knows. But he makes the choice to keep things as they are, which to me says that ‘I thought you were mine’ is just another aspect of him being flirty with no intent behind it.
