Why would a guy turn you down but continue to check a girl out?

So a guy and I have had mutual attraction for a few months now, so I told him that I liked him.

We got interrupted at the time, so he didn’t respond. Since then I’ve never bought it up and either has he. I’ve kind of taken no answer to mean he’s not interested, I was chasing him a bit, so got fed up and backed off.

He doesn’t really make any effort to engage, but I notice he still checks me out from the distance regularly etc, If he’s not bothered, why does he continue to do that?

Hard to say. Maybe he's scared, maybe he didn't understand you, maybe he doesn't want to be in a relationship with you but thinks you're hot and enjoys looking at you.

Those are all possibilities, and there are undoubtedly a dozen or two other possibilities as well.

Just because you find someone attractive or think they look good does not automatically mean you want to pursue a relationship with them.

Why continue to check them out if they don’t want a relationship? That circles right back around to “checking someone out doesn’t mean you are interested in being with them”. It sounds like in your mind you’d prefer he not check you out at all (assuming that’s what he’s doing) if he doesn’t want to take things further, which is fine but he won’t know that unless you tell him
