How do I know if a shy guy likes me?

There is this guy who comes across super shy. He always is glancing at me when he thinks I don't notice but I do. He is always coincidentally around me like peaking over at me. When I say hi to him he smiles and looks down and says hi back. How do shy guys act when they like you?
