I think he views "I love you" as a trap that gives you power over him, (and to a degree, it does). Love is that point where you're willing to give up some control. Now does he do this because he's frightened of losing control, or because he wants to manipulate you and wants a technicality for a way out? That would be a stupid idea that he could use it that way, but maybe he needs it so he can convince himself he's not a bad guy. Women use a similar tactic when they break up with a guy. It's called "We can still be friends".
