Why dont men make eye contact with me?

I am a female living in nyc. I have noticed that men almost never make eye contact with me. But its definitely not hard for other women to make eye contact with me. Is it because Im ugly? I also never dress up so maybe that could be a factor.

I honestly think that’s a NYC thing. I always try to make eye contact. I am in NJ but my girlfriend is in NYC. When I walk the streets there I am surprised that no one looks at me…. Everyone is too busy looking at their feet…. You should travel outside of the city and see if it’s the same… I doubt it will be.
In any case you’ll know if you encounter me in NYC because I’ll be looking right into your eyes.

Its sometimes dangerous to do so. Cause the guy never knows if making eye contact is gonna mean nothing or if she'll call him a creep.

Cause in some places even looking at someone is considered hasrassment.
