As a woman, what does it mean if when talking to men they never make eye contact with you?

I would be inclined to say it is underlying insecurity or shyness. I know they say eye contact is good sign someone is attracted to you but eye contact is one the hardest things to do if you are not socially confident. I would not put all my eggs in one basket and say if there is a lot of eye contact there is attraction. I would look at other things is there a comfortable feel in the interaction, some touching or mirroring - What is the tone and content of any conversation?
