Possibly the person can look better in long hair than short. I would say most women look better in long hair. There are some women do look good in short hair but few girls can pull it off.

Honestly? It means nothing. It means those guys think she's cuter with long, straight hair and bangs. It doesn't mean every man will. It also shows their shallow intentions: they'll only notice her if she's appealing, not based on her work ethic, her ability to solve issues, etc.
