Some people get territorial with their friends with benefits while they also wanting the freedom to do whatever they want. "Open on my end and exclusive on theirs". He sounds selfish. I think it would be better to stop seeing him, and whatever happens don't let him gaslight or manipulate you because it sounds like he wants to string you along.
