He has said “Love you” multiple times,
when I told him “I love you” he answered me “Love you too”
Occasionally he has told me “I care for you, I love you. You’re part of my life”
but he won’t commit.

If he meant it, he would say "I love you"
Then why say “Love you” at all?
He’s not really serious.
Friendly
He has told me in the past “I love you and I don’t say it lightly “ too… But then changed to “Love you”
Right. It’s friendly
Why would he say that unprompted if it’s just friendly?
To let you know that he loves you
Ever told your brother that you love him?
