I'm sure he knows it appears that way to you. That's a chance people take when dating or wanting to date, it may not have been his intention to "lead you on" but if he ended it, it's gonna appear that he did. It's no different than, "The last thing I wanted to do was hurt you." No one intends to hurt someone but tell that to the person that's broken.
