Why was he making a move?

I caught up with a guy friend, with whom I've recently fallen in love. A few days after saying he loves me like a sister and finds the thought of intimacy with me revolting, but he wishes he didn't, because he thinks we'd be good together, we went to a friend group dinner and he started looking at my sweater and my chest when he thought I wasn't looking (I was wearing a pretty sweater).

Anyway, we had a good time, chatting to friends and after dinner, we both got up to leave and I reached out to hug him and he started turning his face closely towards mine, so I moved my face away, I had a feeling that my guy friend was trying to kiss me, in front of everyone, but no one has ever done that before, so I had it confirmed on AI google. I have Asperger's Syndrome and trouble reading new body language. So, I'm pretty sure he was making a move. But the question is, why? When he's said he doesn't want to be my boyfriend, because of a lack of attraction?

He did also mention last month that he actually is interested, but that his family wouldn't approve, because of a conflict of interest that he isn't allowed to explain to me. I did notice that he has a physical resemblance to my psychologist, who has a son around my age and whom I see to treat my depression and anxiety. I also have a doctor with a son around my age, with Asperger's, too.
