Was I touched inappropriately? Or could this have possibly been an accident?

An important figure (CEO) and organizer of a youth competition put his hand on the seat of my chair while he was giving me instructions (I'm a teen adult). I avoided eye contact, because i was so uncomfortable with this, but he did not move his hand away. He then brushed his hand against my thigh, and then about a minute later, brushed it against my butt. He did not apologize, back away, or act surprised by any means. And also prior to this, he rested his hand on my shoulder for at least a few seconds, which some people may not consider a big deal, but I thought that was odd. The person sitting by me thinks that I am overreacting, and that he brushed against me by accident. But logically, isn't it considered rude to put your hand on the seat of someone's chair? And he didn't act surprised when he touched me... twice... inappropriately. also, I was the only young adult girl present at this event and my parents weren't there.
