I noticed an office mate wearing a shoe disproportionate to this person's own frame.
A basketball shoe.

Why would someone intentionally choose to wear a shoe too big from their actual size.

Maybe he/she has big feet relative to their frame. And for hiking/running it is common to use a little larger than your normal shoe size.
