Do guys get jealous or upset when a female ‘friend’ talks to other guys?

I have a guy friend he said that he is more confident with us being just friends. But when I don’t talk to him for a few days he feels a certain way about it and say that I’m bad at communicating and that he would like if I tell him if something is wrong with me so he knows that I’m not mad at him. Then he will look at me a lot while we are working and don’t let me talk to another guy he does not like that he will watch if I laugh, or even get close to the guy I’m talking to he will get mad about that. My question is do guys get jealous if a girl they are just friends with talk to other guys or upset if she doesn’t talk to them for a few days?

there's a lot to unpack here but what stands out is an important conversation that needs to be had about boundaries and expectations. If you can't set boundaires without friction they shouldn't be your friend

The thing is he set the just friends boundary and I agreed to us being just friends.

So then the question is where is your boundary? One that prevents your friends from policing who you talk and give your attention to?

I talk to whoever I want to. I don’t let him watching me and getting jealous stop me from that. I don’t get jealous or act the way he acts when he talks to females. Because we are friends so that’s not my place to feel some type of way about what he does with women.

He told me that he is more confident with us being just friends. I told him how I felt about him last year then I told him I stopped liking him because he said the just friends even though he has been acting like this since before I told him how I felt.

Ah, in your post when you said he doesn't let you talk to guys he doesn't like it sounded like you were saying he was intervening

He is more of an observer when it comes to me then he will make jokes about who I was talking to when we talk and he will ask questions about them. He is a guy I met at work and we went to the movies a few months back he asked me.
