Why does he tell me to not be a stranger when he is the one who does not call, or make any attempts to see me?

This guy approaches me, comes to see me, texts me often, then slowly stops. In the mean time, I am still going to see him. Eventually I wrote him a note saying that I have noticed he has become more distant and that he doesn't seem like he was really interested and that I seem to be wasting my time. Then I decided to back off. He told me that he rally likes me and cares about me but there is an "ex" situation, that she wanted to be with him, he didn't want to be with her. It didn't really seem like a situation to me. I went over a week without texting him or going to see him. Then he rode by my work yesterday in his costume. I wasn't sure if it was him, so I texted him. He replied. He said that he was showing a work neighbor his costume. But the guy he was showing it to works in between us. So, I think he may have taken the long way back to work to pass by my work. I left it alone. Then later that night he texted me asking what I was doing. We went out, had a few drinks, talked. I made sure to look cute, laugh a lot, smile and flirt a little. Sort of as a way to show him what he missed out on. I so badly wanted answers to his previous behavior; as closer, I guess. But I never asked. I don't want to put myself through that again. As we were saying good by, he told me to not be a stranger. I said "Me? You have my number and know where I work." He again told me to not be a stranger and made me promise to let him know that I got home safe. So, I told him I made it home and he said "Thank you, Sweet dreams baby girl" What the hell does this all mean? Would any guy do this to a girl he really liked? What does the girl mean to you if you treated her like this?
