Well I wouldn't say that. They might just not want to scare you off if they don't know how you feel. Or what if they just got out of a relaitonship? They probably don't want to jump right back into another one and by talking to you or saying something to you on V day will show they like you and be getting back into the dating scheme. There's a lot of reasons and I think it depends on the guy. For me, I am totally into this guy I like but I haven't sent him anything, because he just got out of a relaitonship and says he is "not really interested in dating anyone right now" so I'm leaving him some time to relax and take a breath.

Haha. You may be correct on that but it also just depends on how close you are. It also could mean that he's not quite ready to date you and doesn't want you getting the wrong idea or he is just shy.

Tell him this is the very least he can do to make amends for his boorish behavior. Trust me, he will submit to you from this point forward.
