Okay, if you MUST approach in such an area, the slick college guys on my campus "accidentally" bump into the gal so she (1) drops something off her tray and you pick it up for her, or (2) spills something on herself and gives you a fabulous opp to stare at her chest wide-eyed and gape-mouthed without looking like a weirdo.
The direct guys just say, "Sorry, but I think I was in front of you just now." or something equally silly that is just designed to get the girl talking to you. She'll argue, you'll smile OR she'll give you the dismissive once-over and ignore you... It's not for the timid.
If you're in line behind her and she's short on change, you can offer her the extra dollar (or to swipe your meal card if she forgot hers for whatever reason).

yes it can be done, I'm still kicking myself for not getting the number of the one guy that has done it to me. what happened was I was standing by the doors waiting for my ride. he walked up to me asked what I was doing and introduced him self. we chit chatted for a while (I don't remember on what because I was lusting over his hair) and he offered to buy me something to eat. I was totally smitten but my ride was going to be there any second and asked for a rain check, haven't seen him since.
wait I've had two guy approach me in the dining hall the one above used "you're really cute can I get you something to eat" and the other very creepy guy said "I think you're cute, and I know you think I'm cute." that one really didn't work.
Ask her a question or complement her about something she's wearing or has with her
