Guys, why would one say 'maybe another time'?

I don't understand this:

when responding to a text for a hook up (say 2 other nights we texted but never met up-and we have in the past) the guy says can't 2night but maybe some other time.

Does this actually mean that or coupled with the lack of getting together previously (and I'm the one doing the initiating) that he is just not interested?

And if it is the latter-which I believe it is-WHY can't yall just say hey I'm not interested in a clear straight-forward way?

He probably really couldn't that night and wanted to another time. You're looking too much into this. Like username13 said, look at what he's doing. He texts you and talks to you. If I guy really doesn't want to talk to you, he won't. He probably had some plans or was tired. Who knows? Relax. :)

Ok that's nice of him lol but then why did he respond the previous times to texts and act as if he wanted to meet up? Its confusing!

Look at what he's DOING not so much what he's saying. If a guy wasnt interested, He'd cut off contact with you, or youd pick up on it. He is willingly texting you, there's no gun to his head. I've been asked to meet up and I said no simply because I was too damn tired, Don't jump to the worst case scenario just yet.
