What does it mean when a Libra guy says "he didn't forget about me and he is sorry" how should I understand it

It is this Libra guy who I like so much. He was so sweet to me but he was always busy and didn't call me the way I want him to do . Now, we are appart because I hurt his feelings when I said that I don't want to talk to him ( I meant at that moment) but he didn't call anymore. I sent him messages and said that I'm sorry because I shouldn't talk to him the way I did. but he didn't call too. it is two months since his last call. I sent him a private message on his Facebook account( we still friends on Facebook) and wished him a happy new year. it was too short, I said" just for the sake of old times, I just wanted to say happy new year, be happy for the coming 2014". he replied and said" thank you so much, I wish you happy new year for you too. I didn't forget about you despite everything and I'm sorry". Just that. My question is: what does he mean ? does he want to make up again ? I didn't expect a reply actually, that's why I'm asking. I know that when it comes to ego, a libra man never forget about who made him feel pain. should I reply that I didn't forget about him too ? or just leave it the way it is ? he didn't replied to my messages when I said that I'm sorry to hurt him, so why he did now ? does it mean something to you.? please help me, and I would be very grateful.. sorry for making it long.. I'm a libra and for one if I say I'm busy I'm probably busy with the person I like or is after or its because you might have said something that made him angry in the confersation it sometimes easier for me to avoid a question by saying I'm busy and will talk later. We really don't forget people who make impacts on our lives we as libras cherrish every moment I use to date a guy and loved him very much still do but we weren't right for each other we are now best friends. Ask him straight foward we like honesty a lot if he tells you he is busy or ignores you he just wants to be friends. I don't have enough details to say if he wants you back or not.
