It's due to a lack of health and immunisations in poorer societies. It's not a government plot or Alien attack. It's just an unfortunate fact of third world life.
Look how quickly the bird and swine flu traveled round the globe. In this day and age you have 300 people on an airplane then if someone on the plane is sick then all 300 are at risk. If 3 of the 300 catch 3 different connecting flights then they each potentially could infect a further 300 people each making 900 people sick in a matter of hours. If those 900 people catch a train or bus to work then sit in an air conditioned 30 storey building then how many more people get sick?
Realistically three sick people could infect the world in 72 hours with the number of people on planes and the regularity of flights these days

I could go on about how overpopulation will cause diseases to break out more easily, but since it's human nature to find explanations for everything (especially for major events) i don't see the point.
It's just earth regulating the human population, simple as that.

There are so many diseases that were put in place by the government, I would not doubt it. Humans are fucked up to begin with, put them in a place of power and you'll see just how dark a soul can be. Ebola was created and they know damn well that it was, but the citizens of the world would rather deny this. They'd rather just go on living their happy lives in veil of smoke.
