Are some women not capable of growing long hair?

Are there women who just can't grow their hair long? Why would they have short hair?

short hair if done right can look really good. though quite often there are women who just chop it off without caring about style.

I once went through a hippy phase when I grew out all my hair, and I managed to grow it so long it nearly went below my butt, but it's just such a hassle having long hair. It's so much easier with it being short, yo.

Sometimes, when having unhealthy hair, a girl has to keep cutting/trimming it.. also, as Bert said it is easier to maintain.
