Pretty much everything tends to get drier in the winter, from your skin to your lips to your hair. I've always shaved simply using cold/lukewarm water and a mild, gentle soap. Pat the water onto your skin, lather it up with soap, glide that razor up, and rinse. Immediately afterward I use a lotion intended for dry skin (I love Dermasil and it's super cheap) and my skin feels really soft and smooth. You may want to apply petroleum jelly on your skin before using the lotion for extra protection against dryness.
My friend actually has a razor attached with soap that looks like this:

She totally loves it and says it makes shaving way smoother of a process and even has stopped her from getting razor bumps.

Oooh lovely question thanks <3 I try very basic lotion that does it's job. I forget the brand exactly but its skin lotion that can be used on the face, pubis, etc. I'd browse brands that carry the large quantities of lotion cause those seem to work the best and they happen to be the cheapest. My father's been using the same kind for like 30 years xD
I hope this was of help. I'm more curious to see responses cause I've been having issues with dry skin a lot but I take multiple showers a day lol. Good luck though! <3
Well, not having personal experience with the practice :) I'm guessing lotion might help.
