'all beef' is not an actual term that guarantees the stuff you are eating contains mostly beef. I think you need about 30% beef in an 'all beef' to be called beef.
That means you would have the sausage skin (not beef), the spices (not beef), binding agents, preservatives, flour, baking soda, soy products, air, coloring, oil, some cow fat and other non-beef.
I think you need at least 30% pork in pork to be called pork-something.
