How can you build up your confidence?

I just faked it. I'd make myself not deny compliments, I'd make myself say thank you to them, walk like I wasn't insecure about the way I looked (chin up, eyes forward, hands at my sides, back straight), say good things about myself even if I didn't necessarily believe them. Eventually, it began to become real. It's still not perfect, I can still be incredibly insecure, but it's much better. Fake it til you make it :)

It depends on what you are trying to be confident in. If it's approaching girls then just practice at it until you are more comfortable talking with them.
