I am quite slender although Muscular in some areas but Toned with my arms.
I have never had a sag with even an arm pit, and with Hauling bags of Food, Moving heavy furniture and Lifting elderly patients, I have never had An "Arm fat" problem.
I still of course do all of this, but have Now Added the Gym to my List because I have One in My own Building.
You look Pretty Fit to Me here, Dear, so in Order to Even out the Top of the Arm, Begin a Good Exercise Routine so You Can match the Rest of your Very Best.
Anything that Requires some 'Lifting,' Don't Dislike it.

There is no way to target specific parts for fat loss.
Your issue, however is not that you are fat, but its a toning issue.
I would work out the various parts of your arms in order to tone them up.
