There are two kinds of fat: Subcutaneous fat and visceral fat. Subcutaneous fat sits in between the skin and muscle and is usually spread over the whole body. Getting rid of it is as simple as being in a calorie deficit. Visceral fat gathers underneat the muscle and exclusively in the abdominal region (think beer belly look) and nowhere else. It is caused by liver or kidney health problems, usually the liver working too hard to filter what you what you eat. Change up your diet so that a larger portion of your food intake comes from fresh fruits and veggies and reduce processed food intake and alcohol. That may not be enough to make a huge difference though if your liver really is in poor health.
You can loose weight only by changing your diet. But if you eat 4000 calories a day and you want to get down to 1800, you'll have to burn 2200 in the gym which is unlikely to happen. A combination of both is always preferable though. People saying "uuh it's 30% exercise, 70% diet duuh bluhrluhuhuhurhgh" don't realize that if you're dedicated to change your body it takes 100% of both.
you need to do both, but its mostly diet. you could work out all the time and focus just on your belly but it won't change much. you have to diet right, and do lots of cardio!!
It's mostly how and when you eat but burning fat stores seem best done by cardio like running.

Diet, but it doesn't mean to stop eating.
Instead eat smaller meals, which means dont overeat. Also avoid sweets, sugars, processed foods, junk food, fast food, greasy food, etc. Basically, eat healthy meals with vegetables and eat carbs but low on carbs.
Exercise and sleep are important as well, its a lifestyle not something you do overnight.
neither nor. your body decides where it will lose fat first. you can´t influence that. your only chance is to just generally lose weight and hope that it will shrink in the area you want it gone. don´t just exercise the area you want to lose fat on.
in order to do this most efficiently, you need to combine diet and exercise. doing only one of both is will take double the time till you get your results.
Both. If you just diet you'll lose muscle. mass and fat, ideally though you want to be tones don't you? That means building a bit of muscle and burning the fat away through exercise. Exercise without diet though is pointless.
You need a calorie deficit, which is best achieved by a combination of both.
Both are very important because you can execise all you want but if you dont stop eating junk and sugar or limit your portions you won't lose weight. If you just diet you might lose weight but you won't build any muscles
You can lose weight without exercise to some extent if you eat small.

Diet, it's much easier to not eat that extra 500 calories worth of food than it is to work 500 calories off with exercise.
