Is a girl who's 5'4 and 129 pounds considered big or small?

I have fairly muscular arms and legs (I do pistol squats and stuff a lot) and my waist is 28.

You're at a good weight. Small frame: 114 - 127, Medium Frame: 124 - 138.
And, remember, these are generalities. Muscle weighs more than fat, bone size (large or small), frame size (wide shoulder are a good indicator) all have to be factored in. Mostly, look at yourself undressed critically and decide if you like what you see and if you need to work on anything. But you're not small or big. Just right. :-)

You sound pretty normal. Those stats can be in wide range of bodies because of fat distribution and the amount of muscle. Muscles weight more than fat.

When it comes to height, you are a bit short but absolutely perfect to me because I love short women.

more on the small side, but it does depend on if its fat, muscle, and where most of your weight is stored (for example you can be that weight and have like a 25 inch waist which is healthy, or you can have all your weight in your stomach and have like a 35 inch waist, which is not.)
