You can't spot reduce, cut over all till its fit. You should do lifting if you can or cardio, Look up HIIT. It preserves muscles most while cutting and eat in deficit

You can't loose fat. That doesn't even make sense.
You can lose body fat in order to your muscles to show :-) it's possible :-)
