Because when we're still fetuses, all humans start with just one x-chromosome. Only when the second chromosome expresses itself is our gender determined, including nipples becoming mammary glands in females, or simply leftovers from the first four weeks in utero when we were all the same.

The primary formation of mammary glands and tissues are seen across various mammalian species and begin to form early in development. This means before the gender-specific processes, such as the expression of a second X-chromosome if you're female, or a Y-chromosome if you're male, take place.

This is an absolute fact. Good on you @kaylaS91 All fetuses are created female initially anyway, so basically you were a girl we all were. :)

All fetuses start off as female, and later in development (by the first trimester i think) the Y chromosome kicks in and causes your uterus, YEP YOU HAD ONE, to move out of the body cavity and form your junk. Your balls were once ovaries, your dick was once a uterus, and your nipples had the potential to produce milk.
