There more to gaining muscle then just lifting.
The questions you need to ask are
Is your form perfect? if not then your not going to make that much progress.
Are you just lugging around heavy weight with imperfect form? if so lighten the load and lift with perfect form or near perfect, you'll make more progress doing that then you will lugging around heavy weights with no form.
What's your diet like? are you eating enough daily protein, carbs and fat? are you eating the right kinds of food? are you meeting your daily nutritional needs. Is your body getting what it needs to keep up with the lifting and what is your diet like?
What is your program like? are you doing cardio, strength training etc, what is your set/rep setup like? how many days do you take off, how many days do you workout and how many times a week are you working out each body part and are you working out the same body part back to back.
And are you getting enough sleep and have a balance and stable sleeping pattern. Because the body is repairing your muscles and making them bigger and stronger while you sleep, when your asleep is the time when your body is doing things like that.

It's not too difficult but it is challenging. Our bodies strive to be efficient which means it does not want too much fat or too much muscle. I bet your issue is related to your calorie intake, amount of sleep and micro nutrients. Have you been doing compound movements?
We can also gain muscle without realising or seeing it in the mirror too.

If you start blasting steroids at an underdeveloped musculature, then yr connective tissue will start to lag far behind.
Translation: You'll eventually rip the tendons of large muscles right off of the bones... while lifting heavy loads with them.

The human body builds muscle naturally when proper nutrition and exercise is utilized. However, not everyone builds muscle quickly or easily. Some people can't gain as much as others. This depends on your genetics, hormones, etc.
You may not even be doing it right. I suggest doing a lot of research. Diet is important, a good balance of carefully timed carbs and proteins is important as well as a good caloric intake. If you do things right and stick with it, you'll see results, but you can't expect to look like someone you see at the gym bc you have different genes and hormonal profiles.

Do yourself a favor. Talk to a nutritionist and a personal trainer and actually learn how the body works. Learn what to eat and how much. How much you should exercise, what reps and sets, how many days. How long to rest and recover properly... get smart.
Steroids are a shortcut that will destroy your body. And you can destroy your body's natural ability to produce testosterone by taking steroids.
I'll add: if you are forcing yourself that hard, you are way overtraining. Use your brain, talk to a personal trainer.Simplify your program do the strong lifts 5x5 program and eat a lot of good clean calories. Once you can squat 2x your weight, bench 1.5x, and squat 2x split it into a upper body and lower body day, then a rest day, repeat. Only do steroids after you plateau. You have to remember as a beginner doing 3x10 won't make you grow the way it does someone he is stronger. Body builders grow the way the do because they bench 375x10 not 115x10.

It took you 3-4 years to loose weight, it'll take you 3-4 years to get proper defined muscles.

I suspect in my case stress is a cultprit but stressing about that doesn't help.It's takes a few months to gain 1 pound of muscle just be consistent and don't give up. If you take steroids your penis will be tiny it's a fact
