I'd like to lose about 14 pounds, do I have to burn more calories than I eat?

I'm currently 5'6" and about 140 lbs. I'd like to lose another 14 lbs of fat and tone a little.
I'm confused though, I used to be heavier and I lost weight but I ate more calories than I burnt but I still lost weight?
So why do they say you need to burn more than you eat?
Also, if I go to the gym regularly how many calories should I aim to burn in one session if my daily calorie intake is around 1500 per day?
I'd like to lose about 14 pounds, do I have to burn more calories than I eat?
