Advice for losing belly fat?

I've gained about 15 lbs since starting college and it mainly went to my stomach. I'm not huge nor is my belly hanging over my pants, but it is chubby. You can see it through a fitted shirt.

I want to get rid of that belly fat but not lose a lot of weight. Besides more protein and veggies as well as no sugary snacks, I've seen moderate to low carb diets and cardio 4-5 times a week.

If I did a moderate carb diet what would I cut out exactly? Or should I go straight to low carb? Does it matter what kind of cardio I do and how long? And what are your other suggestions?

One more; I know target weight loss isn't possible but would I lose my breasts and butt?
