Usually the penis is flaccid when getting dressed. On occasion I do go with out underwear and when I get dressed, my jeans are unbuttoned and the zipper is fully lowered. I step into (or insert) my feet and legs into the pants legs and pull them up. My scrotum usually rests just at where the zipper is (at the bottom of the zipper track), I slide my hand between the jeans and my scrotum lift my testicles and use my thumb and wrist to manipulate my penis into my jeans. The cloth where the legs meat the bottom and crotch of the jeans keep my man hood to one side or the other depending on which side I place them.
Briefs, thongs, bikinis, low rise briefs (female) and other styles normally keep your 'stuff' in the position you place them when you put them on. Boxers, sometimes you have to twist/shimmie your hips a little.
Then you zip up, button up, cinch the belt and go.
Well I on occasion do squirt a little cologne on the pouch before closing up. The pouch is the extra fabric in front that makes wearing underwear more comfortable then panties! LOL!

Personally I hate getting dressed with an erection.
It's just something you learn to position. You have the one spot that you place it into and everything seems to work. After awhile it becomes second nature, so you don't have to worry about it.

Considering the average penis size is around 3" when not aroused, it usually just rests right in the middle, hanging around with your family jewels. If we wear tight underwear like briefs or trunks, it usually stays dead center or maybe tucked under your groin a bit. Tight pants that have a small crotch (skinny jeans) are where problems can arise. Depending on how long the penis is, the guy may have to pick a side, especially if he is wearing boxers. Personally I am around 3.2" (3.5" if its hot out), and I only have to pick a side when wearing skinny jeans. Other than that, no worries. Hope I helped

As a guy with an above average penis I can say, you don't.
Sometimes you can see guys touching their penis for a few seconds; that is the moment their penis has moved location and got in between their pants and their hip/leg.
Some types of underwear also have something like a pouch on the front, which keeps bigger penises from compressing when sitting.
On the sides of the pants. Also, keep in mind the penis isn't erect 24/7, so it's much smaller most of the time.
