Find a good weightlifting routine for the whole body - not just legs. You should build muscle in both your legs and your upper body, especially the back and shoulders - you won't get huge, it will just get slightly bigger making your waist look smaller. More muscle = quicker to burn calories. To burn fat along with that do high intensity interval training - avoid long distance cardio.

In a word, you can't. While toeing your abs is certainly possible, there's no way to spot-reduce fat short of surgery. Fat deposits are controlled by gender and spread around regardless of which muscles exercise. You can reduce your overall fat, but not in just specific areas.

Work out your legs to gain muscle, and diet to lose weight - you can't lose fat in specific places, it comes off everywhere.
Eating less carbs and eating more protein stuff. I'd add in some stomach exercises like crunches, leg lifts and cardio.
Do home work out for your abs... but if you really want to go the extra mile and look even better. Get a gym member ship and tone your body
I don't think you can selectively lose fat. You can just build muscles up that help define the body how you want it.
If you're going to work out one muscle you really need to work them all out at once. it'll look odd otherwise, there's no way to lose one thing but keep another
