It is not legal to have video cameras in the locker rooms so it probably would be illegal to have a two way mirror in the locker room.
True story- I installed a computer system for a chain of department stores. We did most of our work at night after the store closed. We found a three way mirror in one of the women's dressing rooms that had a two way mirror as the middle mirror. There were two chairs set up outside in from of the mirror. It looked like if some guys saw a hot girl going into the dressing room they would go in the back and check her out.

I don't think it is legal to have cameras, one way mirrors or any other form of surveillance in a changing room, bathroom, or other area where customers are going to be getting naked.

And just FYI your plan won't work because a person can put their hand on a one way mirror and see you masturbating to them, so you will get caught.
