I haven’t lost weight like that but I’ve heard after losing weight you’ve gotta tone up - i. e. less cardio and more weight lifting. Personally if I was losing weight I would stay away from cardio anyway - I’d do a bit to get things going but mostly focus on lifting weights and eating in a calorie deficit. Lifting weights can still help you lose a lot of weight and burn loads of calories - I sweat way more lifting than running lol. And then the calorie deficit would help. And you’d be toned cause you’re lifting - you feel me?
I believe the belly is caused by visceral fat you have not lost yet and target muscle work outs will not work - you need either cardio or calorie restriction or keto or intermittent fasting or limited peanut butter

It looks like the fat is coming from beneath the skin and pushing your belly out
Oh it was like that before I lost 30 pounds I had a big round belly and it wasn’t very soft or jiggly but what I have now left over after losing the weight seems like it’s on the outside and it’s very soft fat and jiggly and hard to lose
Good job on losing 30 pounds; start weight training if U are not already and if you have cut weight more than 12 weeks it’s time for a maintenance phase where you just hold your current bodyweight for 1-2 months then get back to cutting. Makes sure you are doing the following:
Main
Calories deficit
Weight training
Cardio
Extra
Eat low calories dense foods
Track your calories
Track your steps or cardio
Lift weights, 100 sit ups a day, 100 press up a day. Cut out sugar, milk and bread if you haven't already. Try sucking your stomach in and standing up straight. I got this advice from Arnold swartznegger on YouTube and it worked.

Good job! You may still have more subcutaneous fat to lose though. Or your skin may need time to adjust. You might be losing it faster than you skin can tighten. Give it a year. Either way you made quite an accomplishment. And improved your overall health. Smile!
Skin doesn’t magically tighten up overnight. It might not even tighten up at all. Time will tell, it’s possible to get cosmetic surgery if needed to tuck that lose skin.
You’ll need good fat loss nutrition diet and cardio for abs. Plenty of it on YouTube watch it.

That soft flubber is the fat under the fat you just lost so keep losing more fat to get rid of the rest of the fat.
never had the problem, but you should try to gain muscle rather than losing weight, you won't be so soft then
