Biking and running are cardio exercises. That said, anything below all-out effort cardio does in turn consume both fat and muscle tissue. Therefore you lose fat and muscle proportionally. Thus there will always be a stubborn bit of belly fat.
Learn to count calories, what your daily energy expenditure is and balance your three main energy sources (macronutrients) that way.
Carbohydrates.
Protein.
Fats.
Perhaps get into fitness. It's the best way to retain muscle mass while losing fat.
Dont go on a diet per say, just cut out the unnecessary crap like pop and junk food.
I've lost 40 pounds just by cutting out junk and doing minimal exercise.
Honestly you'll be surprised by the weight you lose by cutting out the junk.
Also since its lower belly do exercises focusing on that area - mountain climbers for example.
In my personal opinion though you dont look like you need to lose anymore. Maybe just tone up a bit and you'll be beach ready
Almost every girl has this because of the way our organs are situated. It's also genetic. Everyone in my family has it. Try a change in diet or talk to your doctor and see what you can do. Google is free also.

well that looks like it may not be fat you may just be eating a certain food that you are mildly allergic to such as gluten which can cause you to bloat and look like you have a bigger belly i suggest you cut out certain foods for short periods at a time like about a week and note the differences till you isolate the food thats causing that and you can cut it out or substitute if that is the problem which it seems like
That kind of stubborn fat takes a lot of time in a strict calorie deficit. That means 1 or 2 months always below maintenance calories without ANY kind of cheating. The calorie deficit shouldn't be lower than 1000 kcal tho
It's stubborn fat - most women have it. It's there for fertility reasons...
The only way to lose it is to lose weight in general... and you're still going to have it, only it'll be a bit smaller...sit ups!
