Are short time workouts effective?

Like for instance 30 minutes work out or less time like 15 to 20 minutes, 30 minutes tops. For instance 30or a bit less minutes one day focused on legs, other day 30 minutes on abs, other day 30 minutes arms thtt may include (triceps, shoulders, etc) or it depends on other factors to make short time workout really effective?
