Drink water. Be in the water. Find shade. It's all-natural, but if you can't do that then Air conditioner if you can.
When I lived in the Los Angeles area (the vally) with no air conditioner I got by with keeping my bathtub full while sitting in it and wearing wet clothes when I had to do things like eat.
Get a container that both of your feet will fit in. Fill it halfway with cold water and put your feet in it for 3 to 5 minutes. After that the water will be warm and it will start cooling you quite a bit. Dump that water and fill it half way with cold water again. Then put your feet in it for 20 to 30 minutes. It will cool you down a lot, especially if you have a fan on your feet/water.

If I put ice cubes in my mouth and run them up and down your body, I think that would help. :) Oh by the way, when you drink really, really cold water or liquid on a hot day, your body actually works harder to adjust to the shock of the temperature of the liquid you drink, therefore creating more heat energy. It's temporary relief, much the same as fanning yourself if you create more heat by doing so.
That top should be cool for sure. I remember being told to soak a bandana, squeeze it out (that's what she said... watching the office again can't help it), and put it in the fridge to cool it down. After a bit of time in the fridge wear it around your neck or ankle. This might be something my grandparents told me as a kid. Can't remember where I've heard it.
